A Cuomo Hack Involved When $17 Billion Was Missing, Followed The Next Year By A Missing $59 Billion At HUD Is Running Hurricane Irene Recovery

Where  the $76 billion dollars went

         Andrew Cuomo gave his old HUD hack, Howard Glaser, aka State Directer of Operations, control of the Irene repair effort. "Glaser, who served as Cuomo's Deputy Counsel during his tenure as President Bill Clinton’s HUD secretary, said the governor’s experience on the federal level was and will be brought to bear throughout the storm and recovery."  

    The people should know that Cuomo's experience on the federal level was a fiscal disaster.  "When Cuomo became HUD Secretary in 1997, he axed a federal program that had saved the U.S. $2.2 billion between 1994 and 1997 and reinstituted a system that lost the government money while earning billions for favored friends.  That wasn’t the only big money lost. When Cuomo was secretary, HUD reported that $59 billion was missing! It couldn’t say where they money went, because it failed to produce audited financial statements.   The Department of Housing and Urban Development is renowned for corruption. Historically, fraud has been so pervasive and blatant that the Sopranos episode on it was disturbingly realistic."

  This is how Cuomo handled public money:
"In fiscal year 1998, HUD had “undocumentable adjustments” of $17 billion: that is, $17 billion could not be accounted for. In fiscal 1999, HUD announced that it required $59 billion of “undocumentable adjustments” to balance the books and that it would not provide audited financial statements as required by law."

    The "compassionate" Cuomo did not want those taking any of the $59 billion to suffer a government witch hunt and so, "Cuomo did not order the HUD Inspector General to investigate the reason for the missing billions or to try to get the money back."

An Albany Demi-God Follows The Washington Demi-God To The Republican Side

    While one demi-god, promising much, tripped and fell from his dais in Washington, another new demi-god, Saint Andrew, prepares to ascend to Governor in New York.  Sadly, Saint Andrew learned there were no palms to be spread in his path in Albany in January, but his committees were ready.  Like the Washington demi-god's children's chorus' "YES WE CAN", Albany children were reciting new words to an old ditty:

Oh, The grand Cuomo of New York,
He had ten thousand committee men;
He marched them up to the top of the Capital hill,
And he marched them down again.

And when they were up, they were up,
And when they were down, they were down,
And when they were only half-way up,
They were neither up nor down.

And so, the Cuomo committee men ended up where they began.

   Andrew announced his new staff, who, hopefully (oops, wrong word), have learned from their past failures. 
     Steven Cohen will be secretary to the governor.  Mr. Cohen was the top aide in running AG Cuomo's CAP program which was a total failure, as well as the sham prosecutions of the NY Comptroller, Hevesi.
     Howard Glaser, who served with the younger Cuomo at the federal Department of Housing and Urban Affairs, was named director of state operations.    Mr. Glaser helped making sure $59 billion dollars disappeared at HUD without an investigation as was called for by the Inspector General.

Now we read, "Cuomo is one of us Republicans."    Next, Cuomo will ask the Vatican for his statue.

And, the Vatican Museum will change "Janus"to the victor's name "Saint Andrew conquers NY"


Lots of hype and media fawning, lots of committees, a staff headed by lackey failures, a demi-god who moves to the center. 
When we ever learn; when will we ever learn.

        Alas, another demi-god destined to trip and fall, right after the Chinese firecracker is ignited and the debt bomb explodes in the New Year.

Cuomo Perfected His M.O. At HUD With $59 Billion Unaccounted For

  Modus operandi, M.O.,  is a Latin phrase, approximately translated as "method of operating".  The term is used to describe someone's habits or manner of working, their method of operating or functioning.  It largely consists of examining the actions used by the individual(s) to execute the crime, prevent its detection and/or facilitate escape.

        The WSJ reported on10/23/2010, "Audit Faulted Cuomo's HUD Overhaul,"  how the Inspector General's audit said Cuomo had impeded investigators examining the program and had asked "the Inspector General's office for the names of HUD employees who spoke with auditors."   The audit said, "HUD chose an overly expensive and controversial solution that exacerbated any existing problem."
       Cuomo's M.O. examples:    1. Now combine the above audit with the missing $59 Billion at HUD which was never accounted for and you see the first known use by Andrew Cuomo of his M.O. with his staff full of sound and fury while covering up a massive $59 Billion theft.  Was this the CuomoTARP's  first use to hide all the scurrying vermin (connected friends of Cuomo) devouring $59 Billion dollars.

    2. "The General Accounting Office (GAO)...in 2000 found that the Department was allowing lenders in the federally-insured mortgage business to engage in fraud and “flipping” that left homebuyers with crumbling houses and unaffordable mortgage payments. The fraudsters would buy property, often in poor neighborhoods, make cosmetic repairs and get puffed up property appraisals based in part on falsified documents attesting that homes had been renovated."    Same M.O., Cuomo's staff full of sound and fury looking out for the poor guy, while the crooks are stealing the poor guys blind.  

    3. And Cuomo repeated this with NY Medicare's 1.2 per year fraud  Same Cuomo M.O., Cuomo's Attorney General's Office full of sound and fury is looking out for the elderly and infirm, while $1.2 Billion dollars per year is gone and not to the elderly and infirm.

    3.  Multiple $50,000 bribes to Senator Sampson and others, while the Cuomo's AG Public Integrity Office blusters.   Same Cuomo M.O.     Senator Sampson walks while Cuomo's Office  talks.

     4. Cuomo's AG Office spouts its toughness on crime, while it bungles a criminal trial and the rich executives walk    Same Cuomo M.O.


      5.  The AEG scandal slips under the sound and fury of Cuomo's Public Integrity Unit.    Cuomo avoids being directly named in Inspector General's report, but the "Victory Celebration" required Cuomo to be in the bag.   The same Cuomo M.O. , but his smoking gun was found.

Control Freak Andrew Cuomo Rated "Best Buy" While NY Sheeple Fear Fleecing Or Worse

       Andrew Cuomo is rated a "best buy" says the Financial Department at CuomoTARP.   We base this on the continued success of Andrew Farkas' investment in Cuomo, which began with  “Here’s a man who stole millions of dollars, and Andrew gives him a pass,”

      And Cuomo following the advice that "nice guys finish last"  punished Farkas' enemy when, "Andrew Cuomo knows full well that his own inspector general recommended full and total prosecution of Andrew Farkas, yet Cuomo quashed the charges personally. Worse, he then moved to ruin IG Susan Gaffney's career because she didn't buy Andrew's gambit."

      But the NY sheeple were earlier assured when, "Mr. Farkas said he understood why their relationship was viewed with suspicion. But he insisted his motives were pure, saying he was not seeking any personal gain." 

       Only the "control freak, Andrew Cuomo" knows whether Farkas benefited when "Everything that has transpired at HUD is not an accident, and it sure isn't a computer glitch. ...it is impossible to explain it as anything other than significant financial fraud. The losses could be far greater than $59 billion, but they don't know for sure because the audit isn't completed. Secretary Cuomo is a very smart control freak, so it's ludicrous to think that he doesn't know what is going on."

     We've learned that Farkas profits, when others lose their shirts. In the financial collapse of Dubai World, Farkas invested in more than $2 billion of U.S. property deals.   But, "Despite Dubai World's problems, Mr. Farkas earned at least $70 million in advisory fees, according to people familiar with the matter. He also cashed out his ownership stakes early, netting tens of millions of dollars, according to these people."

      Now, Farkas has invested $18 million dollars in Cuomo's election campaign.  Farkas must know he'll get a good deal out of Andrew Cuomo. 

      And other investors in Andrew's campaign, the rich lawyers, have assured us, ""We do not think that the attorney general of New York would make it any easier for lawyers or cut any slack for their clients because of the lawyers’ prior campaign contributions,”

      Andrew, will Farkas profit while NY follows Dubai into financial collapse?  Are you and Farkas looking for a trifecta of winnings from three financial collapses?   And Andrew, what is the due that you, or Farkas or the other investors in your campaign will extract from the sheeple of NY?   A screwing, a fleecing or a glut of lamb chops on the market?

Andrew Cuomo's Predatory Heart Of Darkness

A journey begins into a modern "Heart of Darkness."   Reuters reports, "Racial predatory loans fueled U.S. housing crisis."

      Predatory lending began in the first Bush administration reports Lucy Komisar and was refined under Andrew Cuomo where, "As Secretary of HUD, Andrew Cuomo reversed the policy of selling defaulted mortgages so that families could keep their homes. Instead, he chose to foreclose on mortgages, which meant that families lost their homes and insiders cleaned up on fire-sale priced properties. The US Treasury also lost billions."    "Cuomo reinstated the old HUD cash-cow-for-political-friends system.   Cuomo took the profits from the loan sales and used them to justify huge new [mortgage insurance] originations, creating a huge housing bubble with the elimination of down payments, encouraging people who could not afford houses to buy them. Defaults went up.   And now instead of working out the defaulted single-family mortgages, he was foreclosing. There was a spike in families losing their homes and investments. But contractors and people handling property management and disposition made money. And there was sharply reduced recovery for the government."

Cuomo enlarged the trough and the swine came running.

   And who benefited from Cuomo?   "The General Accounting Office (GAO)...in 2000 found that the Department was allowing lenders in the federally-insured mortgage business to engage in fraud and “flipping” that left homebuyers with crumbling houses and unaffordable mortgage payments. The fraudsters would buy property, often in poor neighborhoods, make cosmetic repairs and get puffed up property appraisals based in part on falsified documents attesting that homes had been renovated. They would sell them at high prices, with inflated mortgages, to unsuspecting buyers who trusted the appraisals. The owners of the houses quickly discovered their state, but often couldn’t afford to repair their homes, or pay the mortgages, so the mortgages were foreclosed, generating fees for property managers. And “flipped” again. It was the fraud dramatized by the Sopranos."

     "In fiscal 1999, HUD announced that it required $59 billion of “undocumentable adjustments” to balance the books...It had lost track of $59 billion! [But] Cuomo did not order the HUD IG to investigate the reason for the missing billions or to try to get the money back."

       Who was Cuomo protecting?   "The most important man in Andrew Cuomo's personal and political life, topping even his ex-governor father, is obscure, 46-year-old developer Andrew Farkas, who's ponied up over $2 million for the front-running attorney general candidate in recent years.   That includes $1.2 million in salary that Farkas's firm, Island Capital, paid Cuomo in 2004 and 2005, as well as over $800,000 in identifiable campaign contributions from varied Farkas companies, family members, and business associates. It does not include an undisclosed amount Island paid Cuomo up to June 2006.", "

  And what Cuomo did:  Although, "Farkas personally signed a preliminary settlement that August, agreeing to repay HUD $5 million of the management fees it had diverted. In March 1998, the final settlement required the company to pay another $2.4 million, still $200,000 less than the amount the government said Insignia had diverted. The company admitted no wrongdoing, paid no penalties, and was explicitly not required to surrender any of its HUD contracts."       Cuomo's  "HUD even said in the 21-page agreement, also signed by Cuomo's top counsel Howard Glaser, that it would not in any way seek "to limit Insignia's participation" in agency programs."

     Looking into Andrew  Cuomo's heart reveals his "love" for the those benefiting from his tenure at HUD and for his benefactor, Farkas.    While, Andrew Cuomo's rapacious heart could feel nothing for the unfortunate who were foreclosed to flip properties to his preferred, or the HUD tenants deprived of services,  it wasn't racial as implied in  "Racial predatory loans fueled U.S. housing crisis.".   It was Andrew Cuomo and the Devil demanding their due.  Andrew's heart, like the heart of his parabiosis, Gollum, encloses the darkest depravity.  Is Cuomo or the Devil racist?   No, Black, White, Brown or Yellow sheeple are equally fodder to be picked clean by the Devil's vultures circling their local chieftain, Andrew Cuomo.

   As in "Heart of Darkness, where, "Themes developed in the novella's later scenes include the naïveté of Europeans (particularly women) regarding the various forms of darkness in the Congo; the British traders and Belgian colonialists' abuse of the natives and man's potential for duplicity,"  the same themes repeat with the naïveté  of New Yorkers regarding HUD's (Cuomo's) evil intent, the government employees' and HUD lenders' and contractors' abuse of the Black and White natives of NY and Cuomo's duplicity.
