The losers: crooked state employees, other Medicaid fraudsters/profiteers.

Dear Congressional Super Debt Committee:
Your committee is reported to not reach a deal. Here's a deal for both Republicans and Democrats to stick it to some fat cats. You can reduce the earlier proposal to save $2 trillion to a lower savings of $1.2 trillion in ten years by adding 10% or 15% or more to the median State's Medicaid payment per Medicaid recipient to the block grant rate. The State of California doesn't harm its Medicaid beneficiaries and the State of California would gain even more cash with this revised solution. My larger $2 trillion proposal had been submitted to you earlier and it lowers Medicaid spending, cuts out the Fat Cats feeding on Medicaid, doesn't harm Medicaid needy recipients, shifts responsibility and expenses for Medicaid enforcement to the States.
